The VIII International Conference on “European and Eurasian Integration – Advantages and Disadvantages” is being held in Brcko today and tomorrow.
Prof. spoke about the Concept of Modern Service Public Administration. prof. Ferid Otajagić PhD., Deputy State Coordinator for Public Administration Reform.
In his presentation, Otajagić briefed the participants on the state of public administration reform in BiH and the strategic goals of the reform, and stressed that one of the goals adopted by the Public Administration Reform Strategy is to achieve the “service” role of public administration.
“The essence and meaning of the service role of public administration is that it serves the needs of its citizens, not to exercise power and still has a state monopoly in exercising power or a monopoly on the market for providing services. Thus, when we keep in mind the ‘concept’ of modern service administration, then we must have a plan to achieve it through reforms, but in order to achieve this in the future, we now need scientific and professional knowledge and the ability to understand and understand the future functioning of such public administration, “said Otajagic.
He also added that “the hallmark of this modern service public administration – quality, efficiency, digitalization, e-services, transparency, accountability and the rule of law” but “to achieve this, we will have to have the will and will to such a current public administration in Bosnia and Herzegovina, at least mentally, and through the reform, we really bring it to its service role in European Bosnia and Herzegovina. ”
“The situation in Bosnia and Herzegovina is currently in the process of public administration reform, which is underway through certain reform phases. However, our country should and must adopt European legal standards and the entire acquis even more intensively and decisively if it has a sincere desire to become a member in the foreseeable future. Of the European Union”, Otajagić noted.
He added that the modern concept of service public administration has its essence and that is to provide services to its citizens and be at the service of them and all other entities to meet their modern needs.
