The Government of the Republic of Srpska, at the regular 121st session of 20 April 2017 in Banja Luka, adopted the Information on the activities on preparation of the Strategic Framework for public administration reform in BiH.

The members of the work groups from the Republic of Srpska are charged with advocating the standpoint during draft of the Strategic framework for public administration reform in BiH that the subject document may contain only the issues agreed on by all the levels of government, and that the Government is to be consulted on all the issues not agreed on.

The Government of the Republic of Srpska keeps the standpoint that the scope of the Strategic framework for public administration reform in BiH should be defined in accordance with the Operational plan, i.e. it should not include the whole public sector, or cantonal and municipal level of authority.

The strategic framework for public administration reform in BiH should define the basic strategic objectives that are common for all administration levels of authority, and the specifics stemming from the needs of the individual administration levels of authority should be implemented through enactment of individual strategies and action plans, which will be prepared at all the administration levels of authority.

The standpoint of the Government of the Republic of Srpska is that management and coordination of the PAR should be linked with the mechanism of coordination of European integration (work bodies as a constituent part of the inter-institutional harmonisation among the levels of authority) and that the role and significance of the entity representatives in the system of monitoring and reporting should be more clearly defined.

The public administration reform coordinator of the Republic of Srpska is charged with communicating the standpoints of the Government of the Republic of Srpska to the competent institutions of the Republic of Srpska and to the Public Administration Reform Coordinator’s Office of BiH.
