Nezavisne novine: The Council of Ministers of BiH should adopt the decision on which institutions will deal with the server for the police data exchange, because their working group has not reached the consensus yesterday, even though it was one of the conditions for liberalization of visa regime.
As we have found out from the participants of yesterday’s meeting, representatives of institutions of the RS want this service to be placed in the Identification Documents, Data Exchange and Evidence Agency (IDDEEA), while members of the Working group from the FBiH mostly think that it should be in the Ministry of Security of BiH, or at the Network operation center (NOC) 2.
Since there is a preference of all police agencies in BiH to exchange the data and have a system, which does that, it has been decided that the Council of Ministers of BiH makes decision on the server base.
The Inter-departmental group of the Council of Ministers, which has been formed in March, also consists of representatives of the ministries of internal affairs and police agencies in BiH, the Personal Data Protection Agency, the IDDEEA, the Supreme Court Tribunal Council and the ministry of justice and security of BiH.
The chairman of this working group, Samir Rizvo has been answering our telephone calls yesterday, in order to explain in more detail in which way this problem will be solved, because the demand of the European Commission of BiH is to ensure a functional exchange of data between police agencies.
The NOC 2 has been established in July last year, with the EU donation of 22,4 million Euros, but all the registries, because of which it has been formed, have not get into a function yet (for example: the Immigration registry and the registry of fingerprints and visas, which are still in the IDDEEA.
Mijo Krešić, Deputy Minister of Security of BiH, has not answered our questions related to functioning of the NOC 2 and fulfilling the obligations for liberalization of visa regime from this area.
