Translating of more than 120.000 pages of legal regulations of the EU has not started yet in BiH and nobody knows who will translate all this documentation, despite of the fact that by signing the Stabilization and Association Agreement in June last year BiH has obligated itself to harmonize its legislation with the "legal inheritance of the EU" by 2014, reports portal comart.ba.
It is about more than a ton of material and nobody in BiH knows who should pay for that work, if those "papers" get translated in all three official languages, and a special room should be found in order to store three tons of documents, writes "Pres RS".
The team of researchers from the Center for socio-economic studies "Populari" from Sarajevo has stated in its report on this problem that BiH politicians have not made any step to solve this problem, because the "target language" has not yet been determined, or the decision on which language this documentation will be translated to, has not been adopted.
"Politicians in BiH are not aware how much of work that is, and as an illustration there is a fact that the countries, which have got accepted in the EU in 2004, have started translations in 1996, and two months before joining they have admitted that they have not finished it all. Their translating was done in only one language", has been stated in the report.
"Populari" reminds that the Department for translating inside the Directorate for European Integrations is responsible for this work, with the conclusion that this institution has remained without director for more months already.
The Adviser of the chairman of the Council of Ministers of BiH for European Integrations, Vojin Mijatović has said that BiH must contribute a big effort in order to fulfill the overtaken obligations by 2014.
He has added that the Council of Ministers has obligated on time the Directorate for European Integrations to form an inter-departmental group, which would be obligated for organization of public discussions on topic of selecting the "target language", but that thing has not been done either. Mijatović has reminded that the budget does not even stipulate the funds for translation of documents.
The Minister for Economic Relations and Regional Cooperation of the RS, Jasna Brkić says that it is not good that domestic politicians cannot agree on which language to translate these documents to, and that the RS, when speaking of this issue, tries hard, because since 2007 the decision on procedure and manner of harmonizing the legislation of the RS with legislation of the EU is being applied.
She has explained that it will be easier for BiH to overtake already translated documents and then adapt them to its conditions, than start translating them from beginning from English.
The professor at the Banja Luka’s Law Faculty, Petar Kunić has said that in that sense the RS should translate its regulations, because there is a danger that some of its competencies get "lost in translation", if that work gets done at the level of BiH.
