Dnevni avaz: Yesterday in Sarajevo, the Government of the FBiH has confirmed the Proposal Intervention Law by urgent procedure and has sent it to the parliamentary procedure. During the stand by arrangement with the International Monetary Fund, it currently arranges the height of salaries and remunerations of employed, who are being financed from the budget of the FBiH, cantons, towns and municipalities.
Food allowance – 8 KM per day
Maximum amount of food allowance per month can be up to 1% of an average salary, while the funds for regress for vacation up to 50% of an average salary in the FBiH according to the last data of the Agency for Statistics of the FBiH. In this moment, it means that the food allowance would maximally be 8 KM per day or around 190 KM versus current around 350. Regress would be less than 400 KM, instead of 792 KM.
This law also relates to the salaries and remunerations of out-budget funds, directorate for roads and current grants and companies with majority of state capital. Absolutely all salaries and remunerations, confirmed in budgets, funds or directorates will be reduced to the level from December of last year, with the additional reduction of 10%.
Despite of complaints of the Union, which have been non-based, because the saving at all levels must be imposed, the Government of the FBiH was unique in these standpoints. The only reserved minister was the one for the war veterans issues, Zahid Crnkić, which I can understand, but I will not understand the Union of the employed in administration, because they are the last ones, who should complain for a level of salaries in the FBiH – has been said for "Avaz" by Minister of Finance of the FBiH, Vjekoslav Bevanda.
Final consensus
– Conversation with cantonal prime ministers and ministers of finances was decent and I expect that all will (as the Government of the FBiH did) implement the agreements and adopt the budget rebalances. The FBiH Government will have its own on the table tomorrow, and the final agreements with the IMF during this day – has been said by Bevanda.
According to him, neither him or the Government have violated by this the Constitution of the FBiH, because the fiscal policy has precisely been defined (in competency of the Government) in it as well, and restrictions will ensure a balance of all budgets and aimed saving of 413.8 million KM at the level of whole FBiH.
In fact, the federal budget for all salaries and remunerations, which also includes flat-rates of delegates, payments of contributions and taxes on salaries, will have some less than 164 million KM, in contrary to the approved 186 million KM, which is the reduction of 22 million KM! To the question what will happen if the Union succeeds in its demands and the measures of saving become adopted at the end, Bevanda has said:
– Then, the IMF will give money to the country and the RS, but not to the FBiH, it will exclude us, which has clearly been stated in contacts with that institution.
