Nezavisne novine: Yesterday in Sarajevo, representatives of state and entity governments have not succeeded to reconcile on the Proposal Law on transport of dangerous substances, one of the six laws, whose adoption is one of the conditions for abolishment of visas for BiH citizens.
The Ministry of Traffic and Communications of BiH has organized this ministerial conference on the Draft Proposal Law on transport of dangerous substances, which still did not reach the consensus in the BiH Parliament.
"BiH has an obligation of agreeing the legislation from the area of transport of dangerous substances with the EU legislation. Also, adoption of this law is a priority for liberalization of visa regime. Goal of the meeting was reaching the agreement on this law, but the compromise has not been achieved. Minister of Internal Affairs of the RS has said that this law should remain in the competence of entities, while the other meeting attendees have supported drafting of law", has been said in the Ministry of Traffic and Communication of BiH.
Stanislav Čađo, Minister of Internal Affairs of the RS, has explained how he has come to the yesterday’s conference in order to assist in searching for a compromising solution, but that the minister of traffic and communications of BiH has ultimately asked for a support of all attendees for the proposed law.
"The EU expects from us to implement in domestic legislation the European directives related to this area. One year ago, the RS did not adopt the law from this area, which is totally harmonized with these directives. The EU has never said that it must be the civil or entity law. The problem is in the fact that in the FBiH they cannot reach the agreement, so they throw the guilty on the RS. Of course that our goal is to fulfill this condition, but it is not possible to ultimately demand it to be at the state level, when it is possible to fulfill this condition b harmonizing entity laws", Čađo has said.
The conference was attended by the officials of state ministries of traffic and communications, security, defense, external market and economic relations, entity ministries of internal affairs, as well as the Indirect Tax Administration and the Directorate for European Integrations of BiH.
Last month, the European Commission has asked the Council of Ministers and the Parliament of BiH to adopt six laws, by which they would fulfill the conditions for a positive grade of the EC for abolishment of visas for BiH citizens.
In the letter addressed to the officials of the Parliament of BiH, Dimitris Kourkoulas, head of the European Commission Delegation of BiH, has asked for an urgent adoption of law on border control, control of arming and military equipment, weapons, transport of dangerous substances, international legal assistance in criminal subjects, and anti-discrimination.
"By the laws on control of arming and military equipment, weapons and transport of dangerous substances there will be fulfilled a part of conditions related to implementation of the international standards in combat against terrorism", Kourkoulas has said.
The Parliament of BiH has after this letter asked the Council of Ministers to re-deliberate all these laws, reconcile their texts and adopt them unanimously and send to the parliament. Delegates have obligated themselves to accept the agreed laws without discussion and by an urgent procedure. The Council of Ministers of BiH has obligated the departmental ministries to organize ministerial conferences for harmonization of these laws.
