Dnevni avaz: If we want to believe in realization of measures of saving in BiH, starting from state to municipal government level, realistic conclusion is that by the end of the year we will have huge amounts of unused funds. But, many of those in municipal governments do not believe that this kind of scenario is going to happen.
However, the Municipality of Stari Grad confirms that saving pays out. Their mayor, Ibrahim Hadžibajrić has told us that only on accounts for gas, they have succeeded to save 4.500 KM per month, which means that these expenditures have now being reduced from 6.000 to 1.100 KM. Telephone accounts have been reduced from 7.000 to around 2.200 KM…
– We are saving in everything with a hope that we will achieve a plan to save in this year 700.000 KM, Hadžibajrić has said optimistically. Mayor of Sarajevo’s municipality Centar, Bećirević has a similar opinion, and says that they are being saving on all except for the social giving, which has been increased. But, more concrete measures are expected next week, when four Sarajevo’s municipalities will create a joint plan of saving.
Possible reductions of salaries
The spokesperson of the HNK Government, Pero Pavlović has said that the Cantonal government largely applies the measures for moderating the consequences of economic crisis, which has adopted it in March.
– The decision on reduction of salaries of budget users by 15% remains unchanged. We have reduced the expenditures for gas, trips, telephones, as well as remunerations to some commissions, while some are no longer being paid, Pavlović has said.
The same situation is in the City administration of Mostar, from which they announce that there will also be reductions of salaries, remunerations and other incomes, if the previous measures are not sufficient.
Also, the Municipal Council of Tuzla has adopted 19 measures of saving, as are the cancelation of hiring in administration and filling the work positions emptied after going into pension.
– The only lot in budget, which has not been encompassed by measures of saving, is division of funds for social cases. Reduced have also been daily wages, flat rates and expenditures for official mobile phones, has been said by Bahto Mekić, Advisor for development and economic-financial issues in Municipality of Tuzla.
In March, Hamdija Lipovača, mayor of Municipality of Bihać, has by 10% reduced the salaries to employees in Municipality and public institutions and companies established by Municipality, and he has also reduced the current expenditures for almost all budget users. Reduced has also been the expenditure starting from usage of official mobile phones, going to official trips to expenditures of land-line phones. Remunerations for work in the commissions have been reduced by 20, and in some by 40%.
Municipality of Travnik implements already the first packet of 22 measures of saving, by which the expenditures for over-worked hours have been reduced and remunerations for the members of working authorities cut on half. Expenditures for salaries by the basis of remuneration for special conditions of work have been reduced by 40% and smaller have also got the expenditures for telephone services, office material, gas, as well as daily wages for official trips.
Due to economic crisis, the Municipal Council of Goražde has in February reduced the incomes of councilors and employees by 10% and food allowances from 10 to 8 KM by a working day.
– By the new measures of saving there has been planned a reduction of expenditures for paper, telephones and public lighting by 20%. We are dealing carefully with the new projects, we realize those from the areas of water-supplying, and others will wait, has been said by mayor of Goražde, Muhamed Ramović, by adding that he expects to save in this way around 1.8 million KM.
In this Municipality we have been told that they have been implementing maximum of measures of saving for a long time already. Official trips and expenditures for such purposes have been brought to a minimum, and introduced have also been some measures of saving on office material, electricity and water. The fact that this Municipality shares the same counselor with the Municipality of Vareš, shows that it is about a maximum saving.
