Nezavisne novine: 7% of civil servants in the FBiH has been illegally employed, has been confirmed by the Civil Service Agency of this entity.
Out of 6.062 civil servants 7% has been employed without the adequate professional qualification or without the adequate procedure, and there were cases that neither of those two bases has been satisfied.

The Civil Service Agency in the FBiH has detected that a ratio of civil servants and employees is 30:70. "This relation should be in benefit of civil servants and administration would then be more competent. For example, there is 25% of employees in the Agency, but responsibility lays on the governments on all levels and municipal mayors", Enver Išerić explains. It has been defined by the regulations that a servant is in the function of state and has a high professional qualification, while an employee is a lower rang of administration with the high or higher school diploma. He/she does some additional affairs for a basic labor, such is dactylographer, technical secretary and similar.
"This is a worrying estimation because the Law on Civil Service in the FBiH has been inuring until 2003., and since then we are checking the legality. Those responsible in the authorities knew which procedures they should or could implement. Now, all servants illegally employed are getting dismissed", has been explained by Enver Išerić, director of the Agency.
According to report of the Agency, last year 117 civil servants have been dismissed because it has been confirmed by the audit that they do not have an adequate professional qualification, 290 because they have been illegally employed, and 25 out of both reasons.
Išerić says that illegal employments have been determined almost equally in many institutions.
He explains that the law does not stipulate any kind of program for taking care of illegally employed workers, but not even the sanctions for those who have employed them illegally.
"Big number of servants knew that they have been illegally employed. Some of them have been placed by their operators into employees before the audit, but they never undertaken anything to change that. However, there are no sanctions for those who illegally hire someone. In the Agency, we appreciate that the illegal employment is present right because the inexistence of sanctions", Išerić has said.
He adds that it is not rare that the contests get levied without knowing of the Agency, especially for the interns, even in the jurisdiction as well.
"The problem is also in the fact that they do not want to hire a candidate, who has been placed the best on contest, but they ask for cancelation of contests. Nobody takes responsibility for such behavior, while for levying the contest in two daily papers, the 'Official Gazette of FBiH" and on the internet site of the Agency a lot of money is needed, so the individuals should be responsible at least for unneeded spending of the budget funds", Išerić has said.
