Dnevni avaz: The Constitutional Court of BiH has in July 2002. adopted the decision on constitutive nations on the whole territory of BiH, by which, besides others, it was supposed to be ensured the proportional representation of all nations in the state and public institutions according to the census from 1991., but the realistic condition, especially in the Republic of Srpska, nicely said, is more than catastrophic.
This has also been confirmed by the official data, which in the response to a delegate question of Mirsad Duratović, delegate in the National Assembly of the RS, has been delivered by the entity Ministry of governance and local self governance.
According to the evidence of the Central registry of qualified staff, in the RS there are 3.798 persons employed as the civil servants. Out of that number, only 38 of them are Bosniaks, 46 Croats, 28 of others, and 134 servants have not declare themselves on their national preferences.
This means that only 1% of civil servants in the RS are of Bosniak nationality and there is only 6% of those who are not Serbs, even though according to the census from 1991., there must be not less than 30% of them.
Such trend of hiring of civil servants in the RS has been continued last year as well, when out of 159 candidates 149 Serbs have got employed, five Bosniaks, four Croats, three others and five of those who have not declare their nationality.
