Dnevni list: Even though there is a big number of the 80 percent disabled persons, who are not in a condition to use the toilet on their own, they will soon remain without any kind of financial assistance from the state. All the disabled persons with a percent of disability lower than 90%, by excluding the war-disabled, will soon be erased from the law.
Assistance for 44.000 users
Such solution stands in the Proposal Law on Changes and Amendments of the Law on Basis of Social Protection, Protection of Civil War-Victims and Protection of Family with Children, which has been accepted on Thursday by the House of Peoples of the Parliament of the Federation, while the House of Representatives has been left to pronounce itself on it. The Federal Prime Minister, Nedžad Branković has said that, when this law was in the process of adoption, 20.000 users have been stipulated by it. However, there are almost 130.000 of them. “Since there is no money in the budget for the payment of all disability allowances, we have to protect those, who need the assistance the most”, Branković has said by adding that by these changes the number of users will be reduced to around 44.000. This means that around 80.000 disabled persons will remain without allowances.
The most rightful solution?
Even though by the proposal of the Government there has been stipulated the introduction of the property census for the 90 percent disabled persons, by the amendment which has been accepted, that provision has been cancelled. Branković has said that this is only one from the list of the reform laws which are being implemented in the Federation. The chairman of the Association of blind, Fikret Džuko has said that this is “the most rightful solution in this moment”.
