Nezavisne novine: By signing the memorandum of the OSCE Mission, BiH has yesterday taken over financing and coordinating of the "Bikon scheme", whose goal is lifting the standard of work of municipal governments in BiH.
The memorandum has been signed by the Minister of Local Governance and Self Governance of the RS, Zoran Lipovac, Minister of Justice of the FBiH, Feliks Vidović, mayor of the East Sarajevo and chairman of the Union of municipalities and towns of the RS, Radomir Kezunović and mayor of Mostar and chairman of the Union of municipalities and towns of the FBiH, Ljubo Bešlić.
The "Bikon scheme" has been initiated by the OSCE Mission in BiH and the Council of Europe in 2005., and it has been financed by the governments of Great Britain and Switzerland.
After signing, Lipovac has expressed the gratefulness to the Government of Great Britain, which has given to BiH one brand as it is "Bikon scheme", by adding that he will try to separate from the budget of the RS one special grant for the awards to municipalities which were the best.
