Nezavisne novine: The House of Representatives of the Parliament of BiH has adopted the budget of the Institutions of BiH in a sum of around 1.4 billion KM.
The adopted budget is harmonized with the agreement on budget frames agreed in the Fiscal Council of BiH, or it is smaller by about 200 million KM from the proposal of the Presidency of BiH.
"The budget is sufficient for functioning of the Institutions of BiH, but it is not sufficient for development of institutions and capital expenditures. It is realistic and it goes in the frames agreed at the session of the Fiscal Council of BiH. For the assistance of return 35 million KM has been allocated, but it is often being forgotten that the entities allocate the money for this purpose as well, which in total goes up to 100 million KM", has been said by Dragan Vrankić, minister of finance and treasury.
The representatives of the Party for BiH, the Socio Democratic Party and the Croatian Democratic Coalition 1990 have voted against the budget, while the members of the Serbian Democratic Party have been reserved. Delegates of the Party for BiH have said that they support the proposal of the Presidency, but refuse the reduction.
"With this budget we have touched the bottom and the only thing worse than this is that we do not have a budget. We think that there is much more space for the reduction of allocations for salaries", has been said by Zlatko Lagumdžija, delegate of the Socio-Democratic Party.
The delegates of the Socio-Democratic Party have submitted around 34 amendments on the budget, by which they have proposed the reduction of allocations for salaries and remunerations by around 170 million KM, and distribution of that money for stimulations of domestic production in the sum of 66 million KM, capital investments – 20 million, highway on the corridor 5c – 27 million KM, and stipends for students, scientific and technological development.
The House of Representatives has these and the amendments of Sefer Halilović, by which the increase of the budget by 600 million KM for refugees and developmental projects has been asked, and Jerko Lijanović on allocation of 500 million KM for stimulation of agriculture, refused.
"The Party of Democratic Action supports the agreement of the Fiscal Council of BiH, but we do not think that 35 million KM is sufficient for the return. We will ask the Council of Ministers of BiH to ensure the credit of 400 million KM for the return", has been said by Bakir Izetbegović, chairman of the Club of delegates of the Party of Democratic Action.
The House of Representatives of the Parliament of BiH has this conclusion of the Party of Democratic Action sent on agreeing, and a similar proposal of the Party of the Independent Socio-Democrats has been adopted as well.
Delegates have afternoon, after concluding this number of "Nezavisne", deliberated on changes of the law on intelligence service, secret data, transfer of weapon and fiscal counters.
The proposal of nominating the chief of two out of seven newly formed police agencies has been removed from the agenda.
