Nezavisne novine: The Civil Service Agency, the Court of BiH, the State Prosecutor’s Office, the Public Procurements Agency, the SIPA, the Institute for Intellectual Ownership of BiH, the Secretariat General of the Council of Ministers, the High Judicial and Prosecutorial Council of BiH, and some professional services in the ministries, are only some of the state and entity institutions, which are faced with a lack of qualified staff. One of the best examples is the Indirect Taxation Administration (ITA), in which currently is missing 500 people.
"According to the existing Rulebook on systematization of work positions in the ITA, we miss around 500 people, but we would be very satisfied if in the next year we have at least 200 young people with just finished faculty such as economists, lawyers and computer experts", has been said by Ratko Kovačević, spokesperson of the ITA.
In the State Investigation and Protection Agency (SIPA) they say that a staff occupancy is 67.69%, occupancy by police officials is 67%, occupancy by civil servants 50% and by employees 84%, and that a lack of qualified staff in this agency has been expressed in the category of police officials, investigators in the investigation-intelligence departments, and especially in the teams in regional offices.
"The most often reasons because of which the staff leaves the SIPA, are inadequate personal income, which are significantly higher in police authorities and institutions for implementation of the laws on lower levels of the government", has been notified from the SIPA. Boris Grubešić, spokesperson of the Prosecutor’s Office, says that they miss the judges and the staff which serves them.
"We have needs for new prosecutors in accordance with the increase of volume of the subjects, but we still have to consult around it with the High Judicial and Prosecutorial Council", he has said.
Đinita Fočo, director of the Public Procurements Agency of BiH, has said that they miss 12 people, but it has also been in the Report of the European Commission on progress of BiH, stating that according to the new Rulebook the plan of hiring of full number of experts predicts filling the vacancies in the next four years.
"From the 12 employed as we have had in the beginning, three of them have left to better positions. They are very concurrent on market as the experts for public procurements and that is why they are so wanted", Đinita Fočo has said and added that she expects that the increase of salaries will act positively on the rest of the employed experts. Fočo has also said that the Agency has hired three new people and at the beginning of next year it will register them in the Civil Service Agency. However, Jakob Finci, director of the Civil Service Agency of BiH, has said that this institution does not have a registry of how many qualified people are missing in particular institutions and services, because they are not delivering them this data.
"We do not have an evidence even though they are obligated at the beginning of year to deliver the list of employed and needs, however, they never do that", Finci has said. Osman Topčagić, director of the Directorate for European Integrations, says that the situation with the qualified staff in the institutions which are dealing with integrations in the EU is now better than it was at the beginning, but some key people are still missing.
"In our conversations with people from the EC, they always repeat that we need more people. But the needs of the country as a whole are demanding competent people", Topčagić has said.
