Nezavisne novine: The Fiscal Council of BiH has confirmed the budget frame for 2009 for the Institutions of BiH, which will be bigger by 12% than the one of this year, or by 100 million KM, while the grasp from the indirect taxes, will be bigger by 8%, has been said by the chairman of the Council of Ministers of BiH, Nikola Špirić.
“By adopting the solution for the budget frames, our basic slogan was to lead a restrictive monetary and fiscal politics for the next year, respecting the fact that we expect the global financial crisis to have an indirect effect on BiH, and that will come to the slower increase of the revenues of the VAT and the reduction of a rate of raising the social gross product”, Špirić has said to journalists after the yesterday’s session of the Fiscal Council in Banja Luka.
He also said that the entities and the District of Brčko will have a budget frame bigger by 6% , and the capture from the indirect taxes by 4%, and explained that these sums are smaller because they have the right on rebalance, in contrary to the state institutions. The Minister of Finance and Treasury of BiH, Dragan Vrankić, has said that he is not satisfied by the budget frame on the state level, explaining that it cannot satisfy even the minimum needs of the state authorities.
The Prime Minister of the RS, Milorad Dodik has said that a qualitative base agreement related to the budget frames and the grasps of the indirect taxes for different levels of budget, has been made.
The Prime Minister of the FBiH, Nedžad Branković has said that the conclusion of approaching the creation and confirmation of the lowest price of work, which will be applied to all the institutions of government in BiH, has been adopted. This is an “important basis of the public administration reform and it leads towards the equal public expenditure”.
