Dnevni list: The Peace Implementation Council (PIC) could in November 19th adopt the decision on abolishing the position of the international representative for BiH, thoughts are of the High Commissioner of the EU, Olli Rehn and the High Representative of the EU, Javier Solana, has been stated in the letter to the ministers of foreign affairs of the EU. They will on Monday in Brussels deliberate this strengthened strategy of the EU in BiH.
Strong role of Miroslav Lajčak
The mandate of the future representative of the EU in BiH would have to be strengthened and agreed with the current needs and must continually be focused on political and safety questions, including the military and police mission of the EU in BiH, and limited responsibilities which are coming out of the Dayton peace agreement, Rehn and Solana are stating. Perhaps the Security Council with the EU would have to adopt a new resolution, and a broad international engagement in BiH would have to be continued, primarily in cooperation with the EU, but not individually. The Constitutional reform is not a condition for closing the Office of the High Representative, nor does the EU insist on a special plan for constitutional reform. But the evolution towards the functional and effective state which is able to fulfill the obligations of BiH in the process of joining the EU as a future state member, is important, has been stated in the letter. Responsible for restructuring BiH are the governing politicians, which the EU will support professionally and financially, Rehn and Solana have said.
Nationalism in BiH
The officials of the EU have also stated that in BiH, despite of signing the SAA, has come to worsening of political situation. There is no consensus on key reforms. Inflammatory rhetoric and conflicted visions of BiH have again slowed down the reforms, Rehn and Solana state. Although the majority of nation supports the future membership in the EU, their leaders are stuck in nationalistic logic and speak about the past.
