Nezavisne novine: Croatian and Bosniak delegates of the House of Peoples of BiH have yesterday refused the Proposal of the Law on Population Census, whose proposer was the Serbian delegate, Slobodan Šaraba.
Bosniak delegates have repeated that they support the census in 2011, but only if it will not contain the questions on national and religious affiliation. The Caucus of Croatian delegates is against the census before the adoption of the new Constitution of BiH.
By explaining the Proposal of the Law, whose principles have been deliberated by the House of Peoples, Šaraba has warned on necessity of adopting the Law on Census, regarding the volume of necessary preparations which need to be implemented by 2011 as a goal year for census in the biggest part of the world.
Croatian and Bosniak delegates have agreed that the census is needed, but they are against the idea that it contains the questions of nation, religion and languages of citizens, which are, among the rest, proposed by the Šaraba’s Proposal of the Law.
Without the agreement of Serbian delegates, the principles of the Proposal of the Law on Witnesses Protection Program before the Court in BiH, has been previously adopted.
Serbian delegates have pointed out that this question has been solved in the RS by an appropriate Law and that by the proposed law act the competences from the RS are being transferred to the institutions of BiH.
The House of Peoples of the Parliament of BiH has given the agreement for ratification of the Stabilization and Association Agreement (SAA) between BiH and the European Union.
The agreement for ratification last week has been given by the House of Representatives of the Parliament of BiH, and now it remains that the Presidency of BiH adopts the decision on ratification.
"The European Parliament has invited all countries members of the EU to quicken the process of ratification of the Agreement. It is important to finish our part of the job as soon as possible, and ratify this agreement which will inure when it has been ratified by BiH and all countries members of the EU", has been said by Osman Topčagić, director of the Directorate for European Integrations of BiH, speaking to the delegates.
He has said that the implementation of the Interim Agreement, which has been inuring from July 1st and it will inure until ratification of the SAA, is going very well.
The Delegates of the House of Peoples have accepted the initiative of the House of Representatives on establishing two commissions which will from the previously confirmed lists of candidates elect by one candidate for the state ombudsmen from the Bosniak and Croatian nation, and the deputy of the state auditor from Bosniak nation. The House of Peoples has several months ago elected Ljubomir Sandić from Serbian, Ivo Bradvica from Croatian and Jasminka Džumhur from Bosniak nation for the ombudsmen for human rights of BiH. The House of Representatives has earlier elected Ljubomir Sandić, but also Mariofil Ljubić and Emina Halilović for the ombudsmen.
