Dnevni avaz: Bosnia and Herzegovina on the basis of obligations from the Stabilization and Association Agreement (SAA) with the European Union must abolish the veto on import of vehicles older than seventy years from the EU, has been confirmed in conversation for “Dnevni avaz” by director of Directorate for expansion of the EU on the West Balkans, Pierre Myrel. He has commissioned to the BiH governments that this is an example on which it is visible that BiH must much faster and by better planning work on fulfilling the conditions of the European Union.

Myrel says that obligations which BiH has from the SAA need to be fulfilled on time, which means that the work on it should be started right now.

There are many more of those obligations and this requires good planning. BiH should not wait for the last moment for all and then ask for six months to implement something, for example, establishing the agency for the state aid. BiH must have it by July 1st 2010. But in order to have it, we need to start creating it right now – says Myrel. He says that there are no rules on how much and does the big number of authorizations from the entities has to be transferred on the state level in the process of the European integrations. Some institutions can remain on the entity level because there are some federal states which have something similar, and are the members of the EU, but the institutions as for example Agency for the state aid, must be on the state level. Supervision of bank sector as well. The investors look for those – says Myrel.

When speaking of question of changes of the Constitution of BiH, which demands more efficient fulfillment of conditions, Myrel says how the existence of compromise and constructivism among the actors in BiH, is the most important.

 

Status of candidate

On our question when could BiH get the status of candidate, having on mind that the European Commission has pointed out that Serbia can get this status already in 2009, Myrel has answered: When you look at the procedure which has to be implemented in order for country to get this status, then it will be clear to you how the promises you read in the newspapers are real.

When speaking of nominating the coordinator for the IPA funds, Myrel has said that “there is no one model” for that question, but that the “EU looks for one person with full competences”.
