Nezavisne novine׃ Strasbourg – The Parliamentary Assembly of the Council of Europe has yesterday adopted the Resolution by which it is asked from the governments of BiH to reform the entity voting in the BiH Parliament and abolish the discriminatory regulations of the Statute on the election of members of the Presidency of BiH and the House of Peoples of the Parliament of BiH.
"The system of entity voting in the House of Representatives of the Parliament of BiH and widely stated definition of the vital national interest are connected with the mechanism of veto in the House of Peoples of the Parliament of BiH, and must be reformed so BiH can become truly democratic state of all the citizens who live in it", it has been written in the Resolution of the Monitoring team of the Council of Europe, which is an integral part of the report on the situation in BiH.
According to this Resolution, the delegates in the Parliament of BiH must be democratically selected representatives of all citizens, and not the protectors of particular ethnic interests. The members of the Monitoring team point out that the members of non-constituent nations in BiH must have the right to be elected into the Presidency of BiH and the House of Peoples of the Parliament of BiH.
"The Parliamentary Assembly of the Council of Europe disapproves the initiatives of the RS governments by which the state institutions are being depraved. This especially relates to the declaration on possible referendum for independency of the RS and the adopted Law on conflict of interests in the RS, by which the Election Commission of the RS is being authorized for its implementation", has been stated in the Resolution which has divided the members of the Parliamentarian Assembly of the Council of Europe from BiH. Milica Marković, delegate of the Independent Socio – Democrats Party, has said that the report has been done with a very obvious tendency because the RS has been defined as a part of the country which is constantly obstructing all the reform processes.
"The report states the RS as an obstructer, while the successful measures which have been taken on and in which the RS is successful are not counted. They talk about the legislative changes, but we all know that for the disaster of the legislative package from April 2006 has been responsible the party of Haris Silajdžić", Marković has said.
Azra Hadžiahmetović, delegate of the Party for BiH, has said that in BiH more European standards have not been implemented because of the constant obstructions in the country.
"In BiH we have a segregation which needs to be abolished, but nobody wants to work on that", Hadžiahmetović has said, while Bakir Izetbegović (Party of Democratic Action) pointed out that the report of the Monitoring team and the Resolution recognize the problems in BiH very well. "Nobody can deny that in BiH we have the problems of discrimination and segregation. Resolution gives useful suggestions", he added.
Mladen Ivanić (Party of Democratic Progress) has graded this report as objective, except for the parts which speak on establishing the Election Commission of the RS and separating this part of BiH. He reminded that the state law has obliged the entities to adopt the laws on conflict of interests, which has been done by the RS.
"The RS did not say that it will separate itself, but that it has the right to decide on its fortune if the Dayton Law gets brought down by abolishing the entities", Ivanić has said.
