Dnevni avaz: The Council of Ministries of BiH did not in legislative deadline of 60 days adopt bylaws of the Law on Salaries of Civil Servants, by which the issue of overtime work and work during the state holidays and other appurtenances would be regulated.
Because of this and the fact that according to the Law, coefficients of salaries of many civil servants are not harmonized with life expenditures, the Representative Syndicate which gathers 60 state institutions has announced the strike in this month. Date and the way of holding this strike have not yet been determined because the number of institutions which will be involved will be determined after performing survey, which will not be finished until September 15th.
These problems have been stated yesterday during the meeting of the chairman of the Commission for Finance and the budget of the House of Representative of BiH, Sadik Bahtić and representative of the Union of the Border Police of BiH, the Administration for Indirect Taxation and Representative Union.
Exposed to torture
President of Representative Union, Neđo Đurić, has announced that forming an independent expert commission will be asked from the Government. This way an equalized treatment of the institutions on all levels of government would be defined. Also, he warned that the members of the Union are being exposed to torture like in the period of the worst systems, and they were even distracted from writing the strike demands.
Chairman of the Statute Commission of the Union of Administration for Indirect Taxation, Salahudin Zulčić, has repeated how hard it is to accept a subordinate position of state institutions, the way the Administration for Indirect Taxation is with the entity and cantonal institutions which are dealing with similar affairs, adding that low salaries and such relation of the Government could result in corruption appearance, reducing efficacy….Because of such situation, outflow of qualified staff from the Border Police is, according to statements of the president of Syndicate of Border Police of BiH, Ahmet Turčinović, already evident.
Although for the Border Police the strike is not an example, he said that the employees will be forced to such step so they can show to the Council of Ministries that they made a catastrophe.
If at least bylaws could be adopted, the acts which would regulate specific work conditions, salaries of employees of the BP would increase for about 150 KM, but not even that does loom up – Turčinović has said. Bahtić has promised to the members of the Union that these demands he will pass to the next meeting of Commission on Wednesday, and that he will use his right to ask a delegate question on why determined deadline for adopting bylaws has not been respected by the Law.
