Nezavisne novine: SARAJEVO – For the first six months of this year, the Government of the Federation of BiH has spent 35 million KM out of the current reserve of 37,4 million KM. This is stated in the report which has been accepted by the Government of the Federation of BiH. 21,5 millions KM has been spent for difference in salaries of civil servants. Their salaries have been increased because of the recent change of the Collective contract. “We have not spent it all, those are only the decisions on transfers”, says Vjekoslav Bevanda, the Minister of the Finance of the Federation of BiH.
In the Parliament of the Federation of BiH, this account situation is being considered as catastrophic. “This shows that the deficit in the budget is huge, that the disbursements are bigger than profits, and that they are over-dimensioned. Everything is being eaten while it is still on the branch, before it is reaped”, says Alija Behmen, representative of Social Democratic Action and vice president of the parliamentary Board for the Finance. He also points out that the structure of the running costs is important too. “There are no expenditures for newly established institutions or consequences of eventual fire’, Behmen has noted.
Mr. Mato Franjičević from Croatian Democratic Union of BiH considers this structure of costs from current reserve as being very upsetting. “I thought that they already spent it all. From one side they perhaps planned to spend the greater part of funds for the first half of year. On the other hand, it is obvious that some of us are more ready to spend more than received”, says Franjičević.
According to the report which has been accepted by the Government of the Federation of BiH, besides 21,6 million KM for costs of employees, the biggest assigned amounts are 2,96 millions KM to the Ministry for Agriculture, Water Management and Forestry, 1,5 million KM, to the Ministry for Refugees and Displaced Persons, 4,65 million KM to the Ministry for Labor and Social Care for honoraries for unemployed war veterans, and 2,25 million KM to the Directorate for Commodity Reserve.
According to this report, by the end of this year 2,34 million KM has been left. In respect to the Law on budgets in the Federation of BiH, reserves are provided for irregular situations.
