According to data from the Public Administration Reform Coordinator’s Office, the progress in BiH in this area for the period from 31st December 2007 to 31st March 2008 has been visible. This is one of the conclusions of report on tracking the process of public administration reform, which was created by the Center for Humane Politics from Doboj. Conclusions of this center, which have been presented today on the press conference, show that the biggest progress has been achieved in the Federation of BiH.
“Monitoring consists of six areas of public administration reform and the progress has been noted in all areas. However, we think that reform needs to go faster and it should be implemented in an efficient way, especially when considering the fact that this process has started in the second half of 2007 instead of the planned 2006.”, has been said by the president of the Centre, Momir Dejanović.
The largest objections on public administration reform are related to non transparency of this process, not nominating implementation teams, while the citizens mostly complain about unprofessionalism, inefficacy, corruption and politicized attitude of the employees in public administration.
“As much as 70% of citizens have said that there are no expected changes in public administrations and the same number of them are tightly connecting the public with local administration and consider that there is no public administration reform without a radical reform of local administration”, Dejanović has said.
According to results of investigation, 59% of citizens think that there will be no big changes of the governments on local elections.
The Centre has propounded that according to available information, the negative trend of increasing the number of employees in public administration continues. In relation to that, the salaries of employees are increasing, so salary increase of politicians by 100% has been noted, while pensioners, in the same period, had the increase of pensions by 10%.
However, Dejanović said, there are some positive moves and they are visible in accepted recommendations from the civil sector and non government organizations which are active participants of monitoring of the public administration reform in BiH.
