Nezavisne novine: BIJELJINA, UGLJEVIK – The OSCE Mission to BiH gave yesterday to the municipalities of Bijeljina and Ugljevik certificates for realization of the “Ugovor” project, i.e. Programme of realisation of the municipal administration.
“Ugovor” project manager in front of the OSCE Mission, Arlet Stojanović, said on the occasion of presentation of the certificate to the municipality of Bjeljina that the objective of the project “Ugovor” is increase of participation of citizens in the work of the municipal administration in different spheres of work.
Stojanović said that Bjeljina long before showed the readiness for cooperation with the OSCE Mission, and that certificate shows that the municipal administration passed all five modules of the project.
The “Ugovor” implies free access to information, adoption of ethical code, strategic planning with intensive participation of citizens, and adoption of provisions in the statutes of the municipalities on the basis of which it will be provided that citizens participate in the work of the municipality. Fifth module is joint planning of the projects of citizens and municipal administration.
Mayor of the Municipality of Bijeljina, Mićo Mićić, said that municipality fulfilled the conditions and agreements with this mission, which will contribute to its transparent work and better cooperation with citizens.
Programme through which the Municipality of Ugljevik passed consisted of two components – management of human resources and public finance management.
That put this Majevica municipality in the society of local communities which adjusted the work of administration to the needs of its citizens.
Municipal Mayor, Vasilije Perić, said that they fulfilled certain standards, and in that way got much more efficient and economic administration which is turned to the needs of citizens.
“Over 60 per cent of the budget we reserve for capital projects”, Perić pointed out adding that the Municipality was several times commended by the OSCE, because they respected the needs of the citizens when choosing the projects.
