Dnevni avaz: The Commission for State Property at today’s session in Sarajevo will discuss the draft law which should regulate this very important area and finally set who will manage that property. Chairman of the Commission, Zvonimir Kutleša expects that this proposal might be adopted and directed to further procedure to the Council of Ministers of BiH.
However, member of the Commission, Adnan Delić does not share that opinion. He announces that in the name of the bosniak members he will today propose draft law which stipulates that all the property should belong to the state, and entities will be given the right to use only a part of it.
From that standpoint we will not divert. I believe that no draft will be voted on, and if there is no agreement, we can direct all the proposals to the Council of Ministers – said Delić.
Completely opposite standpoint from this solution is the proposal of the Commission members from the RS, who require that property is divided between the entities, and the state should be given for usage certain part which is needed for functioning of BH institutions.
Third proposal, which was submitted by Kutleša, is a unique middle solution between the previous two and stipulates that the Council of Ministers should determine which property is needed to the state, and the rest is to be given to the lower levels of authority.
Deputy High Representative, Raffi Gregorian, as well, in the yesterday’s statement for the “Dnevni avaz” stated that the state has to have its property, because it is ridiculous that “BiH exists only on paper, and entities own all the property”. He added that for the OHR the agreement from October last year is acceptable, and it should be returned.
