Dnevni avaz: The MPs of the House of Representatives of the Parliament of BiH rejected last night the proposal of the Law on Agency for Seizure of Illegally Acquired Property which was submitted by Jozo Križanović of the SDP in the name of his party chief Zlatko Lagumdžija.
Against the Law were 23 MPs, seven abstained, while the Law was supported by only ten MPs. The law was discussed, just to remind, last week.
The Law on salaries in state institutions, which stipulates increase in salaries, was adopted last night in this House of Parliament of BiH in first reading, as well as changes of the Election Law of BiH, and changes of the Law on Conflict of Interests of BiH.
Adopted was also the Law on Medicaments of BiH, as well as in second reading, two laws related with foreigners residing in BiH.
Security situation
The House of Representatives of BiH at yesterday’s session discussed the Information on security situation in BIH and the Report on Work of the State Prosecutor’s Office.
Minister of Security of BiH, Tarik Sadović, said that there are still all the threats to security that were existent before. He pointed out the information that the number of criminal acts in BiH in the last year is by 1.943 or 9.2 per cent larger than the year before.
"Worrying is the information that there were only 14 cases of corruption discovered which is too little in relation with the public perception of this problem. Also, obvious is the increase in the economic crime, there are loopholes in the law which provide the foreigners with the possibility to bring in dirty money and put it in the legal traffic. Dirty money is most often invested in real-estate" said Sadović.
He concluded that BiH, besides a “pit for drug trafficking”, more and more becomes a producer, but also a market for narcotics, and that something has to be done about it urgently. Slavko Jovičić of the SNSD in the discussion stated a concrete proposal.
"He will ask for changes of the laws, so for drug trafficking there could be maximum sentences of 40 years imprisonment" said Jovičić.
There has been a special stress on the problem of juvenile delinquency, which is in increase, and juveniles more and more often participate in execution of serious criminal acts such as murders and larcenies.
Bahtić’s answer
Discussing the security in BiH and the report on work of the Prosecutor’s Office of BiH, the MPs spent more than nine hours, and mostly discussed were war crimes and their processing or lack there of, although it was not directly a point of the agenda.
There was a discussion on the processes of Ilija Jurišić, possible indictment against General Atif Dudaković, “Zvornik group”, as well as on balance and investigations. Šefik Džaferović rejected the principle of balance in investigations, because, as he said, “there was none when the crimes were committed as well”.
Dudaković is not indicted, there is some kind of investigation against him, but there is more than 13.000 of such reports. Dudaković walks freely, as a difference of Ratko Mladić, who hides in woods – answered Sadik Bahtić on the question of Milica Marković why Dudaković was not arrested although there is evidence against him.
Drago Kalabić asked that information on possible terrorist threats in BiH is verified. Minister Sadović answered that there is no Al-Quaeda in BiH, no training camps…
"I simply give you the information of security agencies" said Sadović.
