BHRT: Sarajevo – The Public Administration Reform Coordinator's Office presented today in Sarajevo the Annual Progress Report on the Public Administration Reform in Bosnia and Herzegovina – monitoring of implementation of the Action Plan 1 of the Strategy of the Public Administration Reform in Bosnia and Herzegovina.
The State Public Administration Reform Coordinator Nevenka Savić and her deputy, Suad Musić pointed out the significance of this report, first of its kind in our country. It was stressed that the Strategy of the Public Administration Reform is the only strategy which also has monitoring, i.e. following of implementation. That provides the fact that the document will not be just another document, because monitoring implies its implementation and presentation of progress in implementation of measures. This was released from the Public Administration Reform Coordinator's Office.
It was also pointed out that the Coordinators Office developed own monitoring mechanism for information gathering, following and analysis of the progress in the public administration reform. In the entire process of progress monitoring all the administration levels are included through the entity coordinators and the public administration reform coordinator of the Brčko District, and supervisory teams appointed by the Council of Ministers, entity governments and the Government of the Brčko District. It has been promoted as the only relevant source of information on this topic.
For the first time in Bosnia and Herzegovina there are published official and verified percentages of realisation by administration levels and public administration reform areas. Behind all data there is a documentation basis which gives them dimension of credibility and verifiability.
The report contains tabular presentation with percentages of realization of every respective measure of the Action Plan 1 and presents the most detailed and the most comprehensive presentation of the current condition of the public administration in our country. It covers the period January 1st – December 31st, 2007, and it is a start of regular analysis and reporting on the progress in the public administration reform.
SARAJEVO, April 2nd (FENA) – The Public Administration Reform Coordinator's Office of Bosnia and Herzegovina presented today in Sarajevo the Annual Progress Report in that area.
The Report is based on the Action Plan 1 of the Strategy of the Public Administration Reform in BiH, which was adopted at the session of the Council of Ministers on March 27.
State Public Administration Reform Coordinator Nevenka Savić and her deputy, Suad Musić said at the press conference that the Report is the first official document with detailed data on the progress of the reform, in total and by the reform areas. Data were gathered with the assistance of the partners from all the levels of administration covered by the Action Plan 1, as well as by analysis and research by the employees of the Office.
It has been said that "for the first time in Bosnia and Herzegovina we have a realistic image of the condition of the public administration reform", and that the Strategy of the Public Administration Reform is the only strategy which has monitoring, i.e. following of the implementation.
The Report also contains tabular representation with percentages of realization for every respective measure of the Action Plan 1. Ti is related to whole 2007, and is a start of regular analyzes and reporting on the progress of the Public Administration Reform in BiH.
It has been stressed that the Office is obligated to annually and quarterly submit the updated reports to the Council of Ministers, and through the appointed coordinators also to entity governments and Brčko District.
Total implementation of the Action Plan is 18.43 per cent.
Degree of implementation by reform areas is as follows: Policy Making and Coordination Capacities – 19.55 per cent; Public Finances – 20.63 per cent; Human Resources Management – 22.13 per cent; Administrative Procedure – 13.7 per cent; Institutional Communications – 21.12 per cent and for the reform area of Information Technologies – 13.44 per cent.
