Nezavisne novine: SARAJEVO – For long procedures in selection of civil servants, the main culprit is the Law on Civil Service of BiH, which should be changed by June this year, said Jakob Finci, director of the Civil Service Agency.
“The Law stipulates that the vacancy notice stays open for 30 days, and after that, another month is left for candidates to get prepared. This argument does not stay, because the applicant should start immediately with preparations for public exam”, said Finci.
In institutions of BiH they claim that for filling of vacancies in civil service, sometimes it has to be waited for more than a year, and as the most prevalent reason for that, they claim are the long vacancy procedures of the Civil Service Agency of BiH. After the warning came from the Ministry of Foreign Affairs that selection of two assistants of minister lasts for more than eight months, in the Ministry of Finances and Treasury of BiH they yesterday confirmed that they waited for procedures for more than a year and a half.
“In the case of selection of the officers of the Ministry of Finances and Treasury, there were additional delays, because after the appointment of new minister and deputy, the vacancy notice has been cancelled, and that caused delay of around three months”, said yesterday one officer of this ministry. Finci says that it is sometimes hard to harmonise the terms for holding the exam because of obligations of the members of the commission, which consists of representatives of institutions which issue the vacancy notice and the experts.
“Five member commission cannot work without at least four members present”, added Finci. As he said, at exams for certain posts candidates have to solve as much as for tasks on several pages, and there are as much as 20 candidates.
“Every member of the commission must read that in order to grade the candidate, and we are trying to introduce the criteria of as objective as possible grading in order to select the best candidate”, said Finci and added that because of the lack of room, the Agency cannot hire more officers.
