Overall objective Establishment of the best practice and coherent principles and standards for legal, other regulations and general documents drafting in Bosnia and Herzegovina, which would contribute to further improvement of the process of policy development, methodological harmonisation of the process of legal, other regulations and general documents drafting, as well as to improvement of the legal system in general. Reaching this objective would contribute to development of the public administration which would be more efficient, more professional, more transparent, more accountable and in the service of the citizens. Purpose of the project Adopt new or improve the existing rules and procedures for legal, other regulations and general documents drafting on the state, entity and the Brčko District of BiH level, in order to ensure that all drafts/proposals of normative acts are prepared and discussed in an adequate, harmonised and consistent manner. Project Description The project is based on the idea of preparation and provision of the best solutions from the existing practice of legal, other regulation and general documents drafting both in Bosnia and Herzegovina and in the European Union member states which have a similar legal tradition and structure of governance as Bosnia and Herzegovina. This terms of reference provides for improvement and harmonisation of the existing rules through changes and amendments or enactment of completely new rules which would be adopted by the competent bodies of authority on the level of Bosnia and Herzegovina, the Federation of Bosnia and Herzegovina, the Republic of Srpska and the Brčko District of Bosnia and Herzegovina. On the basis of that, harmonised and consistent manner of preparation and discussion of the drafts/proposals of the normative acts would be ensured on the state, entity and the Brčko District of BiH level. |
