Smooth functioning of the decision-making system contributes to the reduction of tyranny of bureaucracy in executing public affairs, and ensures effectiveness, efficiency and predictability of public administration in providing services.
This has been said by Nevenka Savić, National Coordinator for Public Administration Reform at the workshop "Harmonized administrative procedure in BiH – citizens and business sector require legal security and effectiveness".
The reform of administrative decision-making is a primary condition for ensuring efficiency, effectiveness and predictability of public administration in providing services to society. Goal of the reform is public administration and administrative procedure totally oriented towards citizens, which will be achieved by introducing the European standards and practices.
The European standards, which should be implemented, are: increasing the usage of information technologies, introduction of electronic communications between the authorities of public administration and parties, registration of special administrative procedures, systematic application of measures of simplification of administrative procedure, certification and professional training of employed in public administration.
Savić has also reminded that the Coordinator’s office has prepared a project “Draft of Administrative Decision Making in BiH Quality Improvement Programme”.
Prof. Dr. Zarije Seizović from the Faculty for Political Science in Sarajevo has been speaking on legal situation and administrative practice from the area of administrative procedure in BiH. According to him, existing laws on administrative procedure are not totally harmonized with the European standards, which come out of the basic principle of the reign of law. Existing of big number of so called « special (administrative) procedures » leads to non-transparency and creates unnecessary law complexity for citizens.
"Design of administrative procedure is more formalized and detailed. In contrary to the division of power in democratic country, it is more « judicial procedure », but not administrative. It is obvious that an equalized, quick and efficient procedure is a key for the economic development of country", has been said by Wolfgang Rusch, representative of SIGMA, by speaking on the reasons of why this organization recommends modernization of the system of general administrative procedure in BiH.
On successful examples of the public administration reform in federal country, by emphasizing the example of Germany, has been talked by Prof. Dr. Ulrih Karpen from the University in Hamburg.
The two-day workshop, which has been finished today in Sarajevo, has been organized by the Public administration reform coordinator’s office and SIGMA (Support for Improvement in Governance and Management in Central and Eastern European Countries), which offers an active support to the public administration reform in Bosnia and Herzegovina, with the goal of informing the representatives of executive and legislative government on the best European practices in the area of administrative decision-making.
