Unblocking and revitalization of the Public Administration Reform Fund, ways of financing and securing additional money to finance the implementation of the Strategic Framework for Public Administration Reform 2018-2027 and the Revised Action Plan, which is in the form of a draft, were the topics of yesterday’s talks between representatives of the Public Administration Reform Coordinator’s Office and representatives of the Delegation of the European Union in Bosnia and Herzegovina.
Darko Kasap, coordinator for public administration reform, informed the representatives of the EU Delegation in Bosnia and Herzegovina that the Revision of the Action Plan for Public Administration Reform is in the final phase of harmonization, and that it will be necessary to secure money for its implementation.
Kasap reminded that there are about BAM 10.5 million in the Public Administration Reform Fund which are currently not operational, and he expressed the intention of BiH. parties to unblock and spend the money for the implementation of the new Revised Action Plan after its adoption. He pointed out that the estimated value of the Revised Action Plan is significantly higher than the money that is currently in the Fund, about BAM 70 million, and emphasized that additional money will be needed to implement the planned reform measures.
The representative of the EU Delegation in BIH, Tara Kernisalo, praised the results achieved in the preparation of the Revised Action Plan, and emphasized the readiness of the EU Delegation in BIH to discuss with donors the further use of funds from the PAR Fund, after the Revised Action Plan is sent to the Council of Ministers of BIH, the governments of the Federation of Bosnia and Herzegovina and Republika Srpska, and Brčko District of BiH for adoption. She emphasized the readiness for further support to Bosnia and Herzegovina, through the preparation of a feasibility study that should lead to the reconceptualization of the PAR Fund.
The meeting was also attended by the representatives of the EU Delegation to BIH, Aida Soko and Dušo Glodić, and the deputy coordinators for public administration reform, Amira Mašović and Miloš Golijanin, and the civil servants of the Coordinator’s Office.
