Travnik and Modriča became the first municipalities in Bosnia and Herzegovina to join the Partnership for Open Government, an initiative in which Bosnia and Herzegovina has been a member since 2014.

The initiative announced a call for local governments last year, and after reviewing 138 applications from Europe, America, Asia and Africa, 55 local governments were accepted, including these two BiH municipalities.

The municipalities of Travnik and Modriča have joined a network of mayors, governors and other government leaders working with citizens and civil society organizations to implement action plans, tailored to their local context, to improve their communities using open government approaches. The Open Government Partnership provides a space for open government leaders to form coalitions that drive change in their contexts, learn from each other, and collaborate with colleagues around the world to deliver better policies for citizens. Since 2024, OGP Local members have co-created more than 120 action plans and committed to implement more than 475 open government initiatives. Bosnia and Herzegovina is currently fulfilling its second Action Plan. In this Action Plan, the emphasis is placed on: opening data through the coordination of the development of the open data ecosystem (public data asset), activities in the field of opening data in the field of public procurement, anti-corruption, improving budget transparency, the importance of regulating the issue of beneficial ownership, and increasing the transparency of information and improvement of the information exchange system with citizens. Measures from AP are aligned with other processes of public administration reform and were formulated through dialogue and cooperation with representatives of civil society organizations.
