Training of the civil servants achieves a multiple benefit for the institutions, as well as for the citizens, primarily an improved quality of the received services. The training is not a matter of choice; it is a crucial need, especially in times of significant changes and implementation of reforms. In the domain of the civil service, the manner and implementation of professional improvement and education is regulated by legal and bylaw regulations. The biggest challenge is defining the necessary trainings in order to improve the efficiency of the service, as well as measurement of the real effects the training had on the work of the civil service, so these activities are most frequently linked with other activities of human resources management and career management, such as annual evaluation of the civil servants.
The project “Improvement of the process of training needs analysis and evaluation of the training effects” has the objective of improving methodology for training needs assessment, and developing the methodology which would evaluate whether these trainings were useful, and whether they had an impact on the aforementioned change of the efficiency in the work place.
Within the project, in April and May, there will be three theme workshops for the managing civil servants where the best practices from Bosnia and Herzegovina would be presented, and which would serve for proposing various tools that may be successfully used in the process of training needs analysis and evaluation of the effects of the training. Based on the results of the theme workshops, a methodology would be developed, which would be tested in four institutions, one from each level.
After testing the methodology, and its confirmation in the practice, internal trainers would be trained (training of trainers) for its application, and the civil servants dealing with the matters of human resources management in the institutions of Bosnia and Herzegovina, the Republic of Srpska, the Federation of BiH and the Brčko District of BiH would be trained
The project will be implemented in cooperation with the Civil Service Agency of BiH, the Civil Service Agency of the FBiH, the Civil Administration Agency of the Republic of Srpska and the Sub-Department for Human Resources of the Brčko District of BiH, in the period of 12 months, until 26 January 2018. The project is implemented by the consortium iBusiness and NetPro, and it is financed by the Public Administration Reform Fund in the total amount of BAM 369,573.
