The Federal Government enacted the Decision to allocate from this year’s budget of the FBiH the amount of BAM 170,000.
The funds were intended for implementation of the projects of common interest for all levels of authority in Bosnia and Herzegovina, by the priorities set by the Joint Management Board of the Public Administration Reform Fund at the harmonised proposal of the supervisory teams for implementation of the Revised Action Plan 1 and the Strategy of Public Administration Reform in BiH.
Yesterday, the Government of the FBiH, was also familiarised with the Annual Progress Report (monitoring of implementation of the Revised Action Plan 1 of the Strategy of Public Administration Reform in BiH for 2015, with established priorities for the next period by respective reform areas.
Department federal bodies and services were obligated for active participation in defining objectives and activities in the terms of reference, in order to ensure implementation of the most priority needs for consultancy and technical support through the projects financed by the Public Administration Reform Fund of BiH.
The competent federal bodies are obligated to inform the Government of the Federation of BiH on the implemented projects financed by the Public Administration Reform Fund of BiH, with the accent on the achieved effects.
The federal ministers are in charge of ensuring sustainability of the completed projects financed by the Public Administration Reform Fund and the IPA fund by implementing the documents developed within the projects, especially the Administrative Decision Making Programme, the Interoperability Framework, the Roadmap for introduction of programme budgeting, the Competency Framework, the communication strategies and plans, and to ensure application of the regulatory impact assessment and other instruments developed within the project.
For the purpose of sustainability of the reform, it would be necessary to respect the recommendations of the performance audit on the topic “Public Administration Reform Results”, implemented by the Office for Audit of the Institutions of BiH, related with the institutions of BiH, the entity institutions and the institutions of the Brčko District of BiH competent for implementation of the reform activities.
The representatives of the public administration reform structures, appointed on behalf of the Government of the FBiH were put in charge of providing a full contribution in the activities of preparation of the new strategy framework for public administration reform, in accordance with the decisions of the Council of Ministers of BiH, the governments of the entities and the Brčko District of BiH, in order to ensure quality continuation of public administration reform and approximation of administration in BiH to the requirements of the process of accession to the European Union and its standards and practices.
The Government of the FBiH requests the Public Administration Reform Coordinator’s Office of BiH to provide the donor coordination, for those that participate in project implementation in addition to the Public Administration Reform Fund donors.
The Federal Government was presented today with the Annual Financial Report of the Public Administration Reform Fund for 2015, and regarding that, put the federal ministers, managers of federal bodies and services, as well as the public administration reform coordinator in the FBiH to ensure, in the procedure of proposing, implementation of monitoring of execution and provision of sustainability of the projects financed by the PARF, a consistent application of the conclusions of the Government of the FBiH of 9 July 2015.
The Government discussed the information on implemented activities in the direction of development of the new Strategy Framework for Public Administration Reform in BiH for the period 2016 to 2020.
