The Conference marking the beginning of the EU funded project “Modernisation of HRM Systems in the Civil Service (EUHRM)”, was held today at the EU Delegation to BiH.
The project is a part of wider European Union support to the public administration reform in BiH, as an important part of the overall European integration process, with aim to contribute to the creation of a more efficient, transparent and service oriented public administration in BiH.
Dr. Renzo Daviddi, Chargé d' Affaires a.i, EU Delegation to BiH said: “The European Union has developed high standards in the area of civil service and human resources management and it therefore seeks to see the same from any country aspiring to apply for EU membership. Adhering to EU integration criteria means applying exactly these principles: a distinct separation between politics and administration, professional and impartial civil service and the overall strength of administrative and judiciary systems in applying and enforcing a sound legal framework. BiH has a long way to go in this regard. It is for this reason that the EU remains strongly committed to working together with BiH in improving the quality of its civil service.”
In addition to the presentation of the planned activities and expected results of the project, a draft “Policy Framework for Development of Human Resource Management (HRM) in Public Administration Structures in BiH” was also presented at the conference. This document was developed by a HRM Supervisory Team, consisting of representatives of key institutions in charge of this issue from BiH, BiH Federation, Republika Srpska and Brcko District BiH with assistance of the SIGMA/OECD experts. The aim of the Policy Framework is to provide a unified platform for further reform efforts in the HRM area, which was supported from representatives of all relevant institutions in charge of this issue from all levels of governments in BiH during the conference.
The European Union funds the EUHRM project from the Instrument for Pre–Accession Assistance (IPA 2011) in the amount of 1,769,000.00 EUR.
The key activities of the project are focused on improvement of human resources management in the public administration in BiH through enhancing legislative framework and capacity building, with a special emphasis on the procedures of human resource planning, recruitment and selection.
Semiha Borovac, State Coordinator for Public Administration Reform in BiH stated: “We expect political support from governments at all levels for the adoption of the document "Policy Framework for the Development of Human Resources Management in Public administration structures in BiH". This document sets policy for future actions of authorities in the field of human resources management, as well as full support in the implementation of the project because it creates conditions for improved and harmonised regulation of the civil service in accordance with the obligations arising from the public Strategy for Public Administration Reform and the Stabilisation and Association Agreement. PARCO Office has high expectations of this project, primarily related to improvements that need to be achieved in terms of better organisation of public administration through implementation of a comprehensive job analysis that will serve as a basis for improving the job descriptions and systematization of jobs in administrative bodies ".
The main project beneficiaries are BiH and FBiH Ministries of Justice, RS Ministry of Administration and Local Self-Governance, Civil service agencies from BiH, FBiH and RS level as well as the Sub-department for Human Resources of the Brcko District of BiH.
Project plans to cooperate with 15 additional pilot institutions from all levels of governments in BiH.
The project will also contribute towards the realisation of the goals of the Public Administration Reform as well as the measures foreseen by the Revised Action Plan 1 (RAP 1) in the HRM reform area.
The project will be implemented in the next 22 months by Company Eurecna S.p.A in consortium with GDSI and Djikic Consulting Services.
