BELGRADE, OCTOBER 6 (SRNA) – BiH is on a half way in the public administration reform and the hardest part of it is approaching. Therefore the civil servants who do not carry out the European standards, will not be able to continue executing their job and selection will be made, has been said to Srna by the Public Administration Reform Coordinator in BiH, Semiha Borovac.

Mrs. Borovac, who participates at the regional conference on public administration in Belgrade, has said that BiH is in the phase of the training of civil servants and the preparation of civil services for electronic approach in executing certain functions in order to provide the citizens with faster services. According to her, if the civil servants, after they have passed the training, do not behave in accordance with the European standards, then the government bodies will withhold their title of civil servants.

"Who does not succeed in this, they will not be able to see themselves in civil service, of course. Selection will be made. But, before that, the European standards should be applied as well. That way we will see who does not execute the conditions, then we make a selection", Borovac has said.

She has also said that BiH stands behind some countries of the region, but it possesses all the legal conditions and a strategic plan for development of the public administration reform. It is on the way of realizing that plan, but more concrete results should be shown. When speaking of criticizing a big number of civil servants, she has said that the approach to the civil servants admission still does not exist in BiH and that the politics should be left behind, so the civil servants can be selected and promoted according to their quality of work.

"There is still a huge impact of politics in BiH, which is not only a characteristic for BiH, but for some other countries that have passed the transition as well. But, the more we apply the European standards; the more we get reductions of number of civil servants. We must understand that becoming a civil servant comes with the quality and professionalism, but not with merits.

Mrs. Semiha Borovac was not able to estimate how much it will all cost approximately and how big the number of civil servants in BiH is, by stating that it is still a process and that the each administration level has its competence in public administration.

 

It has been anticipated in a frame of this gathering that the countries participants Serbia, Montenegro, Croatia, Bosnia and Herzegovina, Slovenia, Macedonia and Albania sign the joint declaration, which will state that they will support the public administration reforms, cooperate in all the public administration reform issues and exchange their experiences.
