The Institutions of BiH have until December 31st, 2009 fulfilled 39.07 % of measures of the Action Plan 1 of the Public Administration Reform Strategy in BiH. The annual progress report of monitoring of implementation of the Action plan 1 of the Public Administration Reform Strategy, which has been adopted by the Council of Ministers of BiH, records a progress in implementation of measures of the AP 1 by reform areas in relation to the annual report for 2008 higher by 6.45 %. The highest progress has been achieved in the reform area of “Human Resources Management”– 45.25 %, and the smallest in the area of “Information Technologies” – 30, 51%.
In the annual report, besides others, it is stated that the Joint Management Board of the Public Administration Reform Fund has by now approved 14 projects in the amount of 9.369.131.85 KM (without VAT). The implementation of four projects is in the process, and the beginning of implementation of other projects is expected in 2010. After all the governments have adopted the proposed Annex of the Memorandum for Establishment of the Public Administration Reform Fund and have determined signatories of it, in the period from 14 to 22 December, 2009 the Annex has been signed by representatives of the local government and donors. The Annex has, besides others, extended the validity of the Fund until the end of 2010.
The Public Administration Reform Coordinator’s Office has once again emphasized the fact that the political coordination determined by the Joint Platform on Manners and Mechanisms of Implementing the Action plan 1 of the PAR Strategy has been missing. The Coordination Board for Economic Development and European Integrations has not deliberated in 2009 the implementation of the PAR Strategy in BiH. The Coordinator’s Office still records a latency of institutions in reporting on progress in six reform areas of the AP 1.
