The public administration in BiH might become more effective, less expensive and more professional by 2011. Perspective of such development of the state administration in BiH is additionally enabled by initiating the SPPD program (Strategic planning and policy development) of the UNDP.
The Memorandum on Understanding between the BiH governments and the UNDP has been signed today in Sarajevo. Goal of this program is fostering the work efficiency of public administration.
The SPPD program will cooperate with civil servants from 18 ministries at state and entity levels in six sectors. This year, the SPPD program cooperates with nine ministries in three sectors. Selected sectors in this year are transport, energetic, work and employment.
"The project has a goal to improve the capacities for strategic planning and policy development in ministries. These skills are the key ones for work in the ministries, which will bring to more qualitative services for citizens, assistance to ministries in a sense of strengthening their capacities for fulfilling of obligations that stand on the path of the integration BiH in the EU", has been said by Nevenka Savić, National Coordinator for public administration reform.
She has said that signing of this Memorandum is the best proof that we are on a right way of achieving the European standards in public administration and including BiH into the unified European administrative space.
“In the time of the economic crisis, but in the 'normal times' as well, public resources are very often insufficient. Because of that, we will work with the ministries in BiH on strategic planning because only good strategic plans and priorities will ensure that the money from tax payers, of BiH citizens gets used with a goal of the best effectiveness and where it is needed the most, has been said by Christine McNab, residential representative of the UNDP in BiH.
The project SPPD will be implemented in the period from January 2009 to June 2011.
