The Institutions of administration in BiH have by the end of March this year fulfilled 34.55% of measures of the public administration reform, has been concluded in the report of the Public Administration Reform Coordinator’s Office on progress in implementation of the Action plan 1 of the Strategy of the public administration reform, which has been adopted by the Council of Ministers of BiH.
The best progress in implementation of measures from the AP 1 has been recorded in the reform area of Human Resources Management and it is 41.93%, while currently the lowest progress is in the area of Information technologies (27.19%).
“To the public administration reform coordinators of the Government of the FBiH and the Government of the RS this is still an additional engagement, which has a negative impact on their efficiency”, has been pointed out by Nevenka Savić, National Coordinator for public administration reform.
According to her, the Coordinator’s office has started the implementation of the first project, which will be financed from the PAR Fund.
“It is about the project “Establishment of network of info stands”, whose implementation will as a result have a joint exchange of informative material of the centers of executive government in BiH and informing the citizens on authorizations and services of these centers”, Savić has said and added that the Joint Management Board of the PAR Fund has at the end of last year approved the total of eleven projects in the amount of 7.574.278.12 KM.
Approved projects include all four administrative levels (the Council of Ministers of BiH, the Government of the FBiH, the Government of the RS and the Government of the Brčko District of BiH) and they have encompassed all six reform areas from the AP1.
Besides the obvious improvement of levels and quality of cooperation of the Coordinator’s office with representatives of governments and institutions included in the public administration reform, there are still some obstacles, has been concluded in the Quarterly report on work of the Coordinator’s office. From the state institutions this office does not receive on time the information on progress of implementation of the public administration reform.
By adopting the mentioned reports, the Council of Ministers of BiH has recommended holding the session of the Management board for economic development and European integrations in order to deliberate the implementation of the Strategy of the public administration reform and a further support for this process.
