The Council of Ministers of BiH has at today's session determined the Proposal law on prohibition of discrimination, which will be delivered by the Ministry for human rights and refugees to the Parliamentary Assembly of BiH to deliberation by a primary legislative procedure.
By the Proposal law there will be established a frame for achieving of equal rights and possibilities to all persons in Bosnia and Herzegovina and arranged the system of protection from discrimination and forbidden each form of discrimination.
The Proposal law totally validates the concept of equality of all human beings as a fundamental principle of all international conventions in this area. Membership of BiH in the European Union is conditioned by the adoption of the anti-discrimination law and its application in practice, as well as progress of BiH in the process of liberalization of visa regime.
In harmonization with the Constitution of BiH and international standards related to human rights and basic freedoms by this law there will be determined the accountability of legislative, judicial and executive government in BiH, as well as of legal persons and individuals who have public competencies to ensure by their actions the protection, promotion and creating of conditions for equal managing.
According to the Proposal law, forms of discrimination are direct and indirect, and the central institution authorized for protection from discrimination is the Ombudsman for human rights of BiH. The Ministry for human rights and refugees of BiH will track implementing of this law.
The authorized institutions in BiH are obligated to evidence all cases of informing on discrimination, and collected data will be delivered to the Ministry for human rights and refugees of BiH. This ministry once per year, by the Council of Ministers of BiH, will be reporting to the Parliamentary Assembly of BiH on appearances of discrimination.
