In the Official Gazette of BiH, no.19/09 has been published the Declaration on good administration, which has been adopted by the House of Representatives of the Parliamentary Assembly of BiH at the last year's October session.
The House of Representatives has expressed the support to a sustainable development of the institutions of administration, which are able to execute the tasks effectively, by respecting the principles of democracy, human rights, public order, social justice and security, as well as economically and efficiently managing of resources.
By this Declaration, the House of Representatives expresses its preference for establishing and preserving the following principles of good administration:
Openness – principle of an open work and active communication with public in the adoption and application of decisions. This principle is of an essential importance for strengthening the trust of public in the work of administration.
Broad participation – principle of including of all participants in the chain of decision-making, from creating to applying of decisions
Responsibility – principle of clear roles in legislative and executive procedures, with a full responsibility for development and application of policies
Effectiveness – principle of effective and forehand policies, based on clear goals, estimation of operating and previous experience
Coherence – principle of creating the policies and undertaking the measures in a consistent, coordinated and understandable way, in the structure of a complex administrative frame
