At the session of the Joint Management Board of the Public Administration Reform Fund, held on February 8, 2008, the Rules of Procedure of the Joint Management Board of the Public Administration Reform Fund was adopted.
Positive declaration at the session held in Sarajevo of all the members of the Joint Management Board on the Draft Rules of Procedure of the Joint Management Board of the Public Administration Reform, signified the official start of functioning of the Fund, amounting to 4.5 million Euro, which donor community intended for support to the public administration reform in Bosnia and Herzegovina.
The assets of the Fund are now at disposal for financing the projects from the area of the public administration reform identified by the Action Plan 1 of the Public Administration Reform Strategy. In accordance with that, at the session the members of the Joint Management Board also voted on two project fiches, which were prepared by the Coordinator’s Office.
Projects are from the area of Institutional Communications, and they are related with the activities IC 8, IC 12 and IC 14 of the Action Plan 1 of the Public Administration Reform Strategy, i.e. the training of the officers, direct communication with the public and direct communication with the citizens. Projects “Establishment of the network of info stands” and “Training of the information officers” have already been supported by all the administration levels, as well as the members of the Supervisory Team for the Area of Institutional Communication. Implementation of these projects is foreseen for all the administration levels. Through them the capacities of the central public relations units should be improved at the level of BiH, the RS, the FBiH and the Brčko District of BiH, and mechanisms of internal, mutual and communication with the public should be established, all with an objective of introducing the concept of institutional communication in the work of the institutions.
Both project fiches were adopted unanimously by the Joint Management Board and it is foreseen that at already the next session terms of reference will be discussed, i.e. the concrete projects, which would provide conditions for their financing from the Fund. The implementation of the projects is planned immediately after the terms of reference are adopted by the Joint Management Board of the Fund.
Adoption of the Rules of Procedure is of utmost importance, because by that act the Public Administration Reform Fund becomes operational and its assets are at disposal. The green light has been given to the projects by the means of which the measures of the Action Plan 1 of the Strategy of the Public Administration Reform in BiH will be implemented.
