At the session held today in Mostar, the Joint Management Board of the Public Administration Reform Fund, among other things, has approved\u00a0 the decisions on award of contracts for two projects: "Training of the Public Relations Officers" and "Gender Responsive Budgeting."<\/p>\n
It is about\u00a0 the projects\u00a0 from the reform areas Institutional Communication and Public Finance, whose realization contributes to\u00a0 implementation of measures and activities from the Revised Action Plan 1 of the Strategy for Public Administration Reform in BiH.<\/p>\n
For the first time, through implementation of the project "Gender Responsive Budgeting" the principle of gender equality will be introduced in the budgets of all governments in BiH. Gender responsive budgeting consolidates policies, budgeting and gender equality with the purpose of more\u00a0 transparent spending funds\u00a0 by the gender.<\/p>\n
Introduction of the principle of gender equality in the legal, institutional and policy framework in BiH has been\u00a0 based on obligations arising from international documents, membership in international associations and principles of protection of fundamental human rights preserved in the Constitution of Bosnia and Herzegovina.<\/p>\n
The project is an upgrade of the BMIS system which was previously introduced in the ministries of finance at the level of the Council of Ministers of Bosnia and Herzegovina, the Federation of Bosnia and Herzegovina, the Republic of Srpska and the Br\u010dko District of BiH.<\/p>\n
The second phase of the project "Training of the Public Relations Officers" is directed to\u00a0 building capacities for effective institutional and strategic communication and public relations in the civil service structures in BiH. The project, among other things, envisions training\u00a0\u00a0 for public relations officers at four administration levels in BiH.<\/p>\n
The project was initiated by members of the Supervisory team from the area of Institutional Communication, aware that in recent years the role of officers, or persons who are dealing with communication and public relations in\u00a0 public administration, changes and that they become not only communicators who distribute information, but they receive\u00a0 the role of communication managers.<\/p>\n
Both projects are directed to\u00a0 building more professional, transparent and efficient public administration in BiH.<\/p>\n
Members of the Joint Management Board of the Fund\u00a0 have also agreed to\u00a0 initiate\u00a0 procurement procedure\u00a0 for the project "Establishment and\/or Strengthening the Capacity of Institution\/s for Controlling Regulations and Establishment of the System for Reduction of Administrative Barriers".<\/p>\n
Several project proposals and terms of reference\u00a0 with\u00a0 focus on projects from the area\u00a0 of E-government have been adopted as well.<\/p>\n
Members of the Joint Management Board have also adopted the Report of the\u00a0 Public Administration Reform Fund for\u00a0 2013.<\/p>\n
