Project name: British Government’s Programme of Support to Ministry of Security BiH
Short description:

Purpose: To support the creation of an efficient and effective BiH MoS, that operates to international standards of conduct and performance.

Scope: The programme is targeted at the State Level Ministry of Security, and excludes the Entity or Cantonal Governments or Law Enforcement Agencies.

Management: The programme is overseen by a Steering Board which is chaired by the General Secretary of the Ministry and includes representatives of UK Government, EUPM, EC Delegation, ICITAP, UNDP and OHR. Its day to day management is the responsibility of a UK Government secondee to the Ministry.

PAR related elements of the programme: An institutional appraisal of the Ministry, conducted at the commencement of the programme, identified a range of areas in which the Ministry needs to develop its capacity, some of which are PAR related, but with a Security Sector dimension. Those PAR related areas are below, with a summary of the activity undertaken, underway or planned.

Strategic Planning: Support has been provided as the Ministry has developed its first strategic plan for the MoS, which will shortly be adopted. Subsequent support will be provided to a newly created Strategic Planning Unit within the Ministry and to delivery of the strategy.

Policy Development: Support is being provided through the whole policy cycle in two policy areas which are drawn from the Visa Liberalisation Roadmap Programme, Project and Performance Management Support is being provided to develop an integrated programme management, project management and performance management methodology for the MoS and to apply it to the delivery of one of its emerging strategic objectives – the EU Accession and Nato Membership agenda. The methodology will then be applied to the remaining two strategic objectives.

HR Management: An HR plan has been developed with the Ministry. Support will be provided to apply that plan, including in the areas of recruitment, induction, staff appraisals and development.
