|Project name:||Strengthening of Capacities for Strategic Planning and Policy Development – phase II (SPPD II)|
|Brief Description:|| Overall Objective
The project directly contributes to implementation of the revised Action Plan 1 of the Strategy of Public Administration Reform in BiH in the area of Strategic Planning, Coordination and Policy Development. The project continues the achievements and lessons learned in the phase I of the SPPD (2009 – 2011), supported by 13 ministries at the state and the entity levels in strengthening the process of planning and decision enactment, linked with the relevant skills.
The general objective of the SPPD II is strengthening the process of strategic planning and public policies enactment in the public administration bodies, with the objective of providing better public services to the citizens in BiH and providing support to the process of integration of Bosnia and Herzegovina in the European Union.
The SPPD II project has an objective of further development of functional and sustainable systems of strategic planning related with budget planning and public policies development based on evidence, at the level of the state, the entities and the Brčko District, which promote effectiveness, efficiency, accountability and support to the process of EU integration.
This purpose will be fulfilled in the following manner
i) The civil servants are trained (in strategic planning related with budget planning, as well as policy development) and a first set of documents has been drafted where they applied the new methodologies
ii) Organisation structure in the institutions beneficiaries of the project is adjusted for execution of the function of strategic planning and policy development, and mechanisms of monitoring and reporting, which ensure application of strategic planning and public policies development, are established.
iii) In cooperation with the Civil Service Agencies ensure sustainability of the training in the field of strategic planning and public policies development.

|Beneficiary of the Project:||Project beneficiaries can be placed in two groups:
I group: The institutions, which will, in accordance with their competencies and the present regulations, prepare medium term and annual programmes of work of the CoM / the governments, and/or coordinate and direct the application of the methodologies of strategic planning and policy development:
the Ministry of Finance and Treasury of BiH, the Directorate for Economic Planning of BiH, the Secretariat General of the CoM BiH, the Ministry of Finance of the FBiH, the Secretariat General of the Government of the FBiH, the Ministry of Finance of the RS, the Secretariat General of the Government of the RS – the cabinet of the Prime Minister of the RS and the Secretariat General of the Government of the BD BiH, the Institute for Development Programming of the FBiH, the Republic Legislation Secretariat of the RS, the Directorate for Finance of the Government of the BD BiH, the Legislation Office of the Government of the BD BiH.
II group: All the ministries and other institutions at the level of the state and the entities, as well as the relevant institutions of the Brčko District, which directly apply the methodology for strategic planning and public policy development in their institutions, and prepare their strategic, medium term and annual plans related to the budget documents, and prepare documents of public policies within their competency.
