Project name: Building of Capacities for Combat against Corruption in the Structures of Civil Service in BiH
Brief Description:  General objective

Overall objective of the project is support to the processes of democratic stabilisation and public administration reform in BiH in the segment of building of professional and ethical civil service, through increase in transparency of work of the administration, strengthening of the integrity and awareness rising on the problem of corruption in work of the public services.

Purpose of the Project

Building of the capacities of the employees in the bodies of the civil service / administration in BiH for combat against corruption, building of the tools for its suppression and preventive action to the cases of occurrence of corruption and conflict of interests in the civil service, with strengthening of the capacities of the central units and officers for information to implement thematic campaigns, public opinion researches and have a proactive relationship with the media.

Brief Description

The intention is to analyse through the project the problem created by the corruption in the work of the public services, promote the ethics principles and the principles of good administration and civil service and to ensure preparation and implementation of the training programmes related with combat against corruption, directed to strengthening of the capacities of the civil servants and development of efficient assets to face this problem.

From the practical side, a purposefully designed programme of training should help the employees, both to those who already work in the bodies of administration and to those who are employed for the first time in the civil service, to get acquainted with preventive action in cases of corruption and conflict of interests, as well as with relevant regulations and other documents from this field. Education is supposed to contribute to a personal development of each individual employee, but also to development and strengthening of institutional integrity of the civil service / administration in BiH in general as well.

In addition to education on combat against corruption, the project covers also publication of a special handbook for the staff, as a practical guide for preparation of anticorruption procedures for institutions and employees, which at the same time needs to support application of the existing codices of ethics by levels of administration. The intention is to separately elaborate in the handbook the mechanisms of preventive action and responsibilities of the competent bodies related with reporting the cases of corruption.

Also, by preparation and implementation of the public campaign, the project results would be promoted, and awareness would be raised on prevention of corruption in the civil service, the manners and rights in the combat against corruption, and developed mechanisms and institutional framework for combat against corruption within the civil service.

Beneficiary of the Project:  

The basic project beneficiaries are the Civil Service Agency of Bosnia and Herzegovina, the Civil Service Agency of the Federation of Bosnia and Herzegovina, the Civil Administration Agency of the Republic of Srpska, the Sub-Department for Human Resources of the Brčko District of BiH, the Ministry of Justice of Bosnia and Herzegovina, the Ministry of Administration and Local Self Governance of the Republic of Srpska, the Ministry of Justice of the Federation of Bosnia and Herzegovina, the Secretariat General of the CoM BiH Information service, the Bureau for Public Relations of the Government of the Republic of Srpska, the Office for Public Relations of the Government of the Federation of BiH and the Information Sector of the Government of the Brčko District of BiH, as the leading institutions and administration bodies for implementation of the public administration reform in the areas of Human Resources Management and Institutional Communication, as well as the Agency for Prevention of Corruption and Coordination of Combat against Corruption of BiH.

In addition to the aforementioned institutions, direct individual beneficiaries of the project are the civil servants – managers, officers who receive reports of corruption and irregularities, members of commissions for actions on the reports and information / public relations officers of the institutions of all levels as attendees of the training, potential trainers and participants in implementation of communication / promotion activities.

 

Indirect beneficiaries of the project are the institutions of the managers, trainers, public relations / information officers, as well as other civil servants from the institutions of all the levels.

In addition to the aforementioned, indirect beneficiaries of the project are all the employees in the institutions and the civil service / administration bodies at the level of the institutions of BiH, the Federation of BiH, the Republic of Srpska and the Brčko District of BiH, to which the provisions of the civil service law by levels of governance in BiH applies, as well as all the citizens of BiH, through future effects of awareness raising on prevention of corruption in the civil service, the manners and rights in combat against corruption, and the developed mechanisms and institutional framework for combat against corruption within the civil service as a service of citizens.

Geographical area covered by the project / location: Implementation of the project is taking place at the level of the institutions of the Council of Ministers of BiH, the Government of the FBiH, the Government of the RS and the Government of the BD BiH.
