The ninth meeting of the Public Administration Reform Working Group between the European Union and Bosnia and Herzegovina was held on Friday, 24 April 2026, in a hybrid format.
The first part of the meeting was dedicated to the high-level political dialogue co-chaired by the Minister of Justice of Bosnia and Herzegovina Davor Bunoza on behalf of BiH, and the Head of the Unit for Montenegro and BiH in the Directorate-General for Enlargement and Eastern Neighbourhood (DG ENEST) Barbara Jesus-Gimeno on behalf of the European Union.
The director for the Western Balkans in DG ENEST, Valentina Superti, addressed the participants of the political dialogue with a video message.
Within the framework of the political dialogue with representatives of the European Commission, the topics discussed included, among others, public financial management, functional public administration and building a professional civil service.
The dialogue at the technical level was co-chaired on behalf of BiH by the Public Administration Reform Coordinator Darko Kasap, and at the technical level, the discussions focused on the implementation of the Action Plan for the Implementation of the Public Administration Reform Strategy in BiH, human resource management in the civil service, accountability and service delivery.
It was noted that limited progress has been made in public administration reform. In the coming period, BiH should, among other things, adopt and start implementing the action plan on the strategic framework for public administration reform for the period 2023-2027 at all levels of government, amend and adopt civil service laws in accordance with the principles of professionalism at the state, entity and cantonal levels, and ensure coordinated and good alignment of laws with the EU acquis at all levels of government.
