Public administration reform is one of the key processes of accession to the European Union. It has been implemented in Bosnia and Herzegovina for almost two decades. Where is Bosnia and Herzegovina currently in the process of public administration reform? What does public administration reform mean and why is it important? How to achieve a professional and depoliticized public administration? What are the effects of public administration for citizens and the economy?
Public Administration Reform Coordinator Darko Kasap, while appearing on the Eurofon show on BH Radio 1, stated that public administration reform is a complex issue, given the current constitutional order of Bosnia and Herzegovina.
He said that in the past year, the coordination structure for public administration reform has been working on preparing the Revised Action Plan (RAP) for the implementation of the Strategic Framework for Public Administration Reform.
The revised Public Administration Reform Action Plan ensures the fulfillment of the requirements of the European Union accession process and alignment with the SIGMA Principles of Public Administration, which represent principles of good governance derived from international standards and good practices of member states, the requirements of the acquis, and the guidelines and instructions of the European Union.
The plan has been completed and is expected to be adopted by the governments of the entities, the Brčko District of BiH, and the Council of Ministers of BiH.
Kasap added that coordination in the implementation of public administration reform has been strengthened with the activation of the role of the Coordination Committee for Public Administration Reform and the work of the mechanism for monitoring and reporting on public administration reform.
