Public administration reform has stagnated in recent years. The lack of political will to carry out substantial reform in BiH contributes to this.

The varying degrees of accession over the past two decades have led to a lack of more concrete results.

“Bosnia and Herzegovina is at the very beginning of the process of public administration reform, and the European Commission has recognized the still early phase of the reform,” Transparency International BiH reported.

According to their analysis, the work of public administration causes dissatisfaction among citizens. The key problem, they say, is the high level of politicization in employment.
