The Institutions of BiH have by the end of June (this year) implemented 36.46% of measures of the Action plan 1 of the Strategy of public administration reform.  

The biggest progress in relation to the previous report, has been recorded in the reform area of Public finances and it is 6.53%, while the smallest progress in the area of Policy – making and coordination capacities – 0.20%, has been stated, besides others, in the Quarterly report on progress of monitoring the implementation of the AP 1 of the Strategy of public administration reform, which, along with the Report on work of the Public administration reform coordinator’s office, at the session held on August 20, 2009, has been adopted by the Council of Ministers of BiH.

“When speaking of fulfilling the measures related to the area of Public finances, at the state level the Law on financing institutions of BiH has been changed. Changes have also encompassed the Document of framework budget with all supplemental elements: macro-economic forecasts, projections of revenues, policies of spending and budget upper limits of expenditures. In the RS, the Department for calculation and revision in the Ministry of Finances of the RS has been established, while in the Ministry of Finances of the FBiH, additional strengthening of the Sector for budget has been done, by employing in accordance to the existing Rulebook on systematization of working positions”, has been said by Nevenka Savić, National Coordinator for public administration reform in BiH.  

She has reminded that the Joint Management Board of the Public Administration Reform Fund has by now approved eleven projects worth 7.647.243.93 KM. Approved projects relate to all four administrative levels (the Council of Ministers of BiH, the Government of the FBiH, the Government of the RS and the Government of the Brčko District of BiH), and all six reform areas from the Action plan 1 have been encompassed by those projects.

“Implementation of one project is in the process, and by the end of the next quarter of 2009, signing the contract with selected tenderers and beginning of implementation of six projects is expected. Those projects are currently in the procedure of public procurement. The Coordinator’s office continually works on preparation of new project proposals and Terms of References, which directly relate to fulfilling of measures from the AP 1”, Savić has pointed out.

The Public administration reform coordinator’s office still records latencies of institutions in reporting on progress, which has been achieved in six reform areas of the AP 1. Some institutions have never even delivered their reports. Not delivering of requested information can influence the quality and accuracy of the information presented in the progress reports, because the data on achieved progress which the Coordinator’s office has, cannot insert into the report without certification from the level of government to which the progress relates.
