The use of the IT in public sector improves the offer of information and services, supports the participation of citizens in decision making processes, by which the administration becomes more responsible, transparent and effective.

Many developed countries give the highest priority to development of information systems which support horizontal functions, i.e. those functions which are common for most of the institutions. Besides the need for modern information society, there are demands of the acquis in this area, as well as demands pointed in the e – Europi in the form of 20 e-services. Process of Euro integrations implies the reform of this segment of public administration as well.

Objectives of the reform in this are identified by the Strategy of the Public Administration Reform through the increased usage of the IT in public administration, so: administration could become more accountable, more transparent and more effective; offer of information and services could be improved; participation of citizens in decision-making processes could be provoked. Important changes which are stipulated are related to: work policies; organisation and human potentials; IT infrastructure from the aspect of security and automation of business processes of public administration, including basic registers, horizontal functions and e-services.

Action plan 1 of the Strategy for the Public Administration Reform identifies the following primary aspects in the area of information technologies, within which, reform measures and activities will be implemented:
