Reform of administrative decision-making represents central base for ensuring efficiency, effectiveness and predictability of public administration in providing public services in society. Reform will strengthen administrative decision-making as a key component of interaction between administration and citizens, and make it functional, reliable, efficient, transparent and responsible resource of one modern public administration directed to citizens whom it serves, better equipped for association with European administrative space.
The question of administrative decision-making is a central question in the public administration reform. Member countries of the EU use great number of legal principles of the administration (e.g. rule of law, openness, transparency, impartiality and equality in front of the law). These principles are embedded in institutions and administration procedures on all the levels of government and reflect the concept of "a single European administrative space". Regular functioning of the system of administrative decision-making contributes to reduction of bureaucratic arbitrariness in performance of public affairs, and provides effectiveness, efficiency, and predictability of public administration in providing services to the society.
Focus of the reform, identified by the Strategy of the public administration reform is directed towards three mutually related areas: improvement of the process of administrative decision-making; improvement of organisation and training of the staff; strengthening of the administrative supervision.
